on most files that i see the pointy end is other burned and i'm curious as to why...
Answers:    It's called "annealing" or "steam treating". It increases the maleability of that end of the report so the handle doesn't snap bad.

The rest of the file must remain hardened to preserve the sharpness of the rasp, so that bit is not annealed (or at least not annealed as much).
