I am not sure about the compact, but the The MV Empire Windrush arrived at Tilbury docks on 21 June 1948. 492 passenger had paid the lb28 10s fare to travel to Britain surrounded by search of work. .

You could try contacting these people. I know near are dealers, specifically in compacts. An antique shop (not unwanted items shop!) may be able to give you some contacts. I wouldn't put it on e-bay until you know exactly what you hold there, it sounds quite interesting, they can be exceptionally collectable and worth quite a bit.
