Answers:    The Standard Assessment Procedure is the UK Government's recommended method system for measuring the dash rating of residential dwellings.The first version be published in 1995, to be replaced by newer version in 1998, 2001 and 2005. It calculate the typical annual energy costs for space and river heating, and, from 2005, lighting. The CO2 emission are also calculated.
Part L. Conservation of Fuel and Power
Parts L1 is specific to dwellings.

As of 6 April 2006 split into:

Part L1A - New dwellings
Part L1B - Existing Dwellings
It controls the insulation values of building elements, the allowable area of window, doors and other openings, nouns permeability of the structure, the heating efficacy of boilers and the insulation and controls for heating appliances and systems together near hot water storage and lighting helpfulness.
