What compassionate of bugs are these? We had an old "dry rotted" ginger caution cone on a corner...

We had an old "dry rotted" ginger caution cone on a corner of our parking lot... A few weeks ago I went over to move it and notice hundreds of very tiny, orange, circular bugs crawling around on the cone. I have never seen such bugs before- what kind could they be?

Lady bugs are around 1/8 inch across. They may be spider mites or "chiggers" as we used to call them.
