I don't know what you mean by "issues" - in that could be none or millions.
Here in the United States, the biggest concerns for a 2 story garage would be city building codes (they repeatedly frown on 2-story garages) and neighborhood restrictions (they often enjoy limitations and say you can't build inside so many foot of the property line). Also keep any easements contained by mind. You could get contained by trouble if you build over the easement.

Answers: I would say natter to a local contractor,he would be more versed on these issues.Often a contractor have architects they work beside for design purposes.
Or if you choose a simple trip to your building dept.
i can only see in your mind`s eye you have plans that requirement to be submitted for approval.
