Answers:    I'm not a spa expert, but I would assume that if it has a single motor to push dampen through the jets, that maybe the motor is going bad and can't push plenty water to get all of the jet. Are the four jets within a row, or are they on on each side? This type of system should enjoy one pipe connecting all jet. If motor or pump is going bad you would grasp partial pressure, this would explain why four are working and eight aren't. Also, if it has two motors it could be that one have stopped working.
