Here is the conundrum created by low VOC materials. Low VOCs are by definition lower in volatile life compounds but they also off-gas slower. So, low levels over a longer extent. High VOCs generally off-gas quicker, so you hold high VOCs but for lower period. Sherwin Williams used to make low VOC paint, they may craft a clear urethane.
If you project allows, you could use regular urethane and then isolate the piece and blast it near ozone to hasten the off-gas and oxidation.
