our neighbors fence is broken , not adjectives of it but some panels and they haven't even tried to fix it and its not our side of the balustrade but if we tell them to do something going on for it do they HAVE to do it.
They and anyone else can come into our garden because from there front they hold no garage and they can go into near garden and into ours and also im getting my dog soon.
We fixed our side as we have lately moved in and know one have lived here for 10years.
And i don't think its up to us to fix it.

That depends, if they own the house nearby is nothing you can do to gross them fix it, you could ask them , but we have have the same problem, so we merely put a fence up contained by front of our neighbours, as we know they will not do anything, so we solved the problem that way.
