Where I live there is two empty building use to be older mills, been empty for years. How come they cannot do anything beside them it such a waste. Also the windows are broken.

Answers:    Not sure what you show - are the buildings listed? If so then the council have the power to issue a building at risk notice requiring the owners to make them out of danger and tidy them up. If not listed then the Council have another power under section 215 of the planning work to require a similar scheme of maintenance.
What does cockroach poop look resembling?
Maybe the owner wishes to sale them but may want a lot of money for them.
