It would be ok to plant them outside now. The rationale that they are usually started inside is to get them growing in the past the last frost.

The simple answer is yes, you can grow tomatoes outside from seed.
If you want to make a contribution them a boost to start, cover the ground with clear plastic after planting and watering, this will assist the seeds to germinate. Once the seedling have broken through the ground remove the plastic and tend to the garden as usual.
And a bit incentive that they will grow...the year I got married my garden be unattended for three weeks allowing the tomatoes to fall to the ground and rot, the subsequent spring I had several plants come up volunteer from those seed.

I've never put things inside, but I live in a heat climate (Byron Bay, Australia). So long as there is no peril of frost, you should be able to do it adjectives outside.
You are almost too behind time to be growing things from seeds...but it might still be okay. Tomatos rob a while to get going. Plants are individual $3 at the most, so I would suggest buying a plant.
At any rate, if you still want to grow them from seeds, I would start them first within a warm humid nouns and then verbs them to the outdoors once they bud up and are a couple inches long.
if you start them inside, they can get strong ample to plant outside - and the birds don't eat any of the seed. IN most areas you can plant the seeds indoors a few weeks nearer than you can plant them outdoors - so you get a bit of a team leader start on the season.
