I'm on the East Coast of Canada where it can pretty cold during the winter. Since I'm not au fait with how roast pumps work, I have a couple of question: It seems resembling the heat pump (or possibly it's our furnace in the basement) is ALWAYS running. Obviously we do catch sight of it shut down from time to time. We're currently keeping the temp around 69-70 F as we have a small child surrounded by the house.

Provided we stay around this temperature throughout the winter, are we contained by for nasty surprises on our electric bill?

That is the Heat Pump you hear running. Heat pumps if installed correctly will be very simplified down to 32 deg F. and somewhat efficient down to 20 deg F. After that your alternate grill source will come on If it is electric strip heaters your electric bill will increase. You should know by looking at most heat pump thermostats when the alternate roast is on by a blue light that will be illuminate. You should still have a money overall with the bake pump.
