I can hear them scratching and in attendance are a lot of them. I know if I use some quality of fogger they will start stinking. We can't afford an exterminator.

Answers:    Actually rats hate the smell of moth ball. Litter the attic floor with them, as capably as placing some on the other floors and basement (in the corners of the rooms, surrounded by cupboards and closets, etc.)
