How much should we proffer on a foreclosed house that have NO appliances(not even a stove) and hurtful runner? We found a nice brick house that's a foreclosure around 6-10...

We found a nice brick house that's a foreclosure around 6-10 years old.It have nearly 3 acres. I looked at the inside and the carpet is cruel.I don't know if I'd even want to clean it ,only get rid of it.It requirements paint and one window pane fixed.Also it have no appliances,no stove,fridge,or dishwasher.The asking price is $154,900.We want to offer approach less than that.We hold a maximum that we'd be willing to grant for it. But how much less should we propose for it without seeming insulting?
