i don't know anything about sewing,but i used to fix a flat bed knitting device that made gloves ,at the end it made an elastic cuff,the style it got the elastic surrounded by was to pleat (ridge the cloth together leaving it smaller next the elastic went surrounded by and used the slack as a stretch point) .so i guess you need to pleat the cloth and insert the elastic...tom use a cording foot, thread the supple into the cord aperature and zig-zag stitch over the elastic...
Answers: Typical method would be to hand-wind it on a bobbin, very small amount of stretching, and after sew with it in the bobbin, regular thread on top. When you're done near the multiple rows of stitching, give the fabric a apposite blast of steam from the iron and watch it draw up.
Typically, this is done with a straight stitch, rather long.
