Answers: Homes around the world own basements and if they are built properly they should never flood. Those that have problem areas use a sump pump to prevent the river from ever getting that high. We even own basements that we use as living areas in Canada that are thaw and dry. But then again we build houses according to a standard building code which prevents shoddy workmanship . And yes underground room flooding can occur but usually solitary from plugged drains or hydro outages
