Answers:    The short answer is No. Home improvements that the IRS considers is stuff like modern storm windows, different plumbing, etc.

Appliances like TVs, toasters, refrigerators, and washers and driers don't count as improvements. They are conveniences, not improvements.
You can singular claim home improvements when you move. If you are leaving them when you progress and they are better than the previous ones, go ahead.
