Yes. Electricity is more expensive unless you are on economy 7 (cheep electricity at night), afterwards you heat up the heaters at hours of darkness, but most of the heat will radiate during the morning. So by the evening very little boil left. Great if you work night.
Gas central heat is far better, as you can switch it on when needed. But gas central heat is more expensive to install.
I would switch you electricity supplier to get the best deal.

Answers: It's an uncharacteristic one this as the night storage heaters use "discount 7" electricity. I.e they store heat within the night when electricity is cheaper to buy. They are not just right by any stretch though.
They are clumbersome old things and most nation end up ripping them out and putting within a gas / oil fired centralized heating system.
I deliberate in answer to your query they probably are cheaper on a lb / lb basis, but they are complicated to control and not very user friendly, hence most inhabitants get shot of them and opt for a raining system
