This is the problem and solution to the same problem I'm having next to my CRT I found on another website:

"PROBLEM: The problem is that there are fine white lines going across the screen of my CRT. At the top of the eyeshade the lines are closer together than at the bottom (they spread from the top to the bottom). They can still be seen on a white background). The color is also very wash out even with contrast on max."
SOLUTION:
Sounds like peak current. Possibly a faulty electrolytic capacitor. Look for a capacitor around the LOPT Probably about 10 or 22 uf 250V. Could also be a resistor."

I want to know what LOPT mode, and how I could identify the burned capacitor, and how I could get the part, and how I could replace it?
Answers:    LOPT is strip output transformer, or flyback transformer. Be very careful working surrounded by there, very dignified voltages that can remain lethal long after the monitor or tv is turned off. You can find different capacitors at
