I have double paned window and the inside pane is leaking somewhat (has condensation-moisture on the inside of the window) and the sealant is coming bad and sliding between the panes. Can this be fixed or will we own to just buy exotic windows?

Answers:    these unit, called IG'S-insulated chalice windows, are hermetically sealed and need to be replaced. besides looking doomed to failure, they are letting your money escape!
Water proofing?
If you have moisture surrounded by between your panes afterwards you probably need to replace them because it will cost alot to re-seal the window
