Why is my shower trying to burn me alive? It always does this. I set it for a hot (but comfortable) temp....

It always does this.
I set it for a hot (but comfortable) temp. It keep creeping colder and colder, so i adjust the knobs to hold on to it hot.
Then, suddenly, it jumps from 95 degree to like 350 instantly and burns my skin to a crisp.
Why does it do this? Is nearby someone screwing around next to the pipes and valves?
I live contained by an apartment, not a house.
