Why doesn't my outlet work? I have an outlet surrounded by my kitchen that doesn't seem to...

I have an outlet surrounded by my kitchen that doesn't seem to want to work anymore. This is one that I hold had to dance into the basement on plentiful occassions to reset, but this time when I flip the breaker it doesn't come back. One of my roommates think that the fuse itself is dead.

How I can i check to see if he's right or not and if he is, is it something that I can fix? or is it something completely different?
What is this he added to the A/C?
