Answers: The truth is, Lysol or other cleaning supplies don't actually kill virus or "germs" because viruses aren't "alive". They aren't classified as "living" because they don't correspond with the requirements for a living organism. What the products do is they inactivates the viruses' ability to "infect".
And 99.9% is just an approximation. They can't say "100%" because they can't guarantee anything. The probability of the cleaning supply "killing" everything is unlikely. Otherwise it would be false advertising.
