When I come home there is a reading light smell of gas in the apartment.

I looked around and open the oven. There is a section at the completely bottom that you can slide out and cook some things down there.

I looked within there and near is a flame on. is there supposed to be a running flame at the bottom of the oven adjectives of the time and if not, what do I do nearly it?
Call within the repair guy! Look in your oven's encyclopaedia and if you can't find the answer ring the hotline which should be in it. Smelling gas isn't honourable!

Yes the flame is supposed to be there, it's call a pilot light. Blowing that out would be BAD
You shouldnt be smelling gas any. Call your super and have him check it out ASAP.
If the smell is verfy strong, seize out and call the FD.
Answers:    Call both the gas company and your rental agent. You SHOULD NOT smell gas in your apartment. Check the pilot lights on the stove top too. There is one on respectively side of the stove top that you can access by lifting the top. If all the pilot lights are lit, including the one underneath the broiler (which you described) then at hand may be a loose connection between the gas intake tap and the coil used to connect it to the stove. Have the gas company check that out.
Do not turn on light switches or lighting a match when you come home smelling fumes. The tinest spark can end in a huge KABOOOM!
