I'd be interested to know what, "on too many occasions", funds and where you procure this information from. I've had a timer on my hose down heater for over 15 years, that shuts it rotten and turns it back on every morning and it's still going strong. I've also installed many, various of these timers on other's water heaters beside no ill effects whatsoever. I have a very honest friend who never, never left the electric on to the hose heater, unless they be getting ready to use hot hose down, his water electric fire lasted over 10 years.

I would scheme a guess that what frequently happens surrounded by your all to regularly scenarios is that whoever shut the sea heater down, also drained it. If that's the suitcase, it must be completely filled and the upper air bled from the top before it's turned on. If electricity hits the elements while they're out of dampen they fry instantaneously, then they don't work.
Answers:    I've heard of doing that to amass money on power but hadn't run across any broken because of it. Water heaters are so well insulted that your stash would be negligible especially compared to the cost of replacing one if it indeed did go wrong to restart.
I haven't had that experience, and I've be repairing water heaters for 20 years. I read between the lines the concept of power conservation while on vacation, and safekeeping should the tank take into custody fire while gone. But what you are describing, I haven't seen.
