This is at the point before 'second fixing' , i.e in the past plastic cladding / wiring / plumbing is added . I assume it's anti-corrosion for the out in the open metal ? Perhaps it's only used near aluminium skinned aircraft ?
Answers: your correct in dictum it is an ant-corrosion for alluminium ,being on inside of aircraft body for protection
