The "old" caulk is about 3-4 months elderly. It was applied because river was coming into the house. Would it be ok or better to a short time ago "add" some more caulking material or should the 3-4 month feeble caulking be removed? Thanks.
Answers:    Any time you caulk anything, bathtubs, chimneys, cracks in concrete, etc, you should remove the hoary loose caulk, even if it is 3 months old. This means of access you can apply a fresh, continuous bead. Sunlight can shrink and dry out older caulking, creating a top picture, so it might not bond well to the aged caulk.
I'm assuming you are talking nearly Butyl caulk, which is basically a roofing tarmacadam. Remove as much as you can without doing any vandalize to the roofing, and spread out a nice new bead. It will also look better and shed hose down better if it's not "overloaded".
