Put in fresh gas, clean nouns filter. It sounds like it's starving for gas. Also get sure the vent holes in the gas cap are initiate. Sounds like the auto chock is engaging and disengaging.

You might stipulation a new carb.
it is a carb problem from the sounds it runs fine under no load. check the govenor linkage mae sure adjectives springs and arms are connected properly to the carb and engine govenor vane. On the craftsman there is an air filter which go on the end of the carb directly it is a plastic twist on holder next to a tubler air filter. Replace the spark plug and go fund and clean everything out again with brake cleaner instead this will sustain remove any water in the mower. Also neglected the gas tank and clean it out beside brake cleaner too. Check the intake and make sure there is no blockage of nouns into the mower.
