There is smoke happening somewhere that is to say being circulated through the vent system. Either there are smokers surrounded by your house or you cook to the smoking point frequently or you have a problem with your furnace or vent system.

Are you sure the atmosphere filter is in place? A high element air filter should help alleviate any of these issue so step down and check the furnace and ensure that a high quality filter is installed correctly. Read the guide for details.

cigarette smoke is an obvious answer. BUT do you own a carbon-monoxide detector? Might be you have some vent problems with your heat system. Check that as it could be a severe safety problem for your family.

You must have wall or floor heaters rather than forced nouns or central heating which enjoy filters and a system of duct work. When I run into this problem (I sometimes prep houses for rental or sales) I rent a carpet cleaner (about $30 U.S.) at ACE hardware and it cleans the runner very well. As for walls and ceiling, you don't need to repaint. A good cleaning will purloin the scum off the walls. You can purchase cleaner for this but I freshly use a liquid dish detergent (Ivory, Palmolive, etc...) mixed conservatively with reheat water. Don't scrub too hard.

If you DO enjoy central or forced air heat, Will you please add that information to your question. There is a fix for that. Otherwise, you are stuck near cleaning up the mess every few years. This is because your heaters are not vented to the outside.
