cigarette smoke is an obvious answer. BUT do you own a carbon-monoxide detector? Might be you have some vent problems with your heat system. Check that as it could be a severe safety problem for your family. Change the filter in the heating system to charcoal base micron filters, this may help scrub the heavens.
You must have wall or floor heaters rather than forced nouns or central heating which enjoy filters and a system of duct work. When I run into this problem (I sometimes prep houses for rental or sales) I rent a carpet cleaner (about $30 U.S.) at ACE hardware and it cleans the runner very well. As for walls and ceiling, you don't need to repaint. A good cleaning will purloin the scum off the walls. You can purchase cleaner for this but I freshly use a liquid dish detergent (Ivory, Palmolive, etc...) mixed conservatively with reheat water. Don't scrub too hard.
