It does depend on the situation. If it is a business, how full-size,what kind. If you just spilled something at home, put some sawdust or permeable on it and pick it up. A public building or place of business is a different story. It depends...Did you spill it ?, Your Neighbour ? The railroad down the block?, A factory in the next city? And how much be spilled, and what is it's toxicity.
