my deck and sunroom have sunk and are partiality from the house. I was going to pour piers and jack them stern up. but when I dug the first hole, right at about 3'9" it started to well up water from the ground. I'm thinking this is why it sunk within the first place and am wondering what to do?

Keep on digging, find a concrete that can be "damp set" or cure in river. You may have to verbs more holes, piers to distribute the weight. Not as much of a problem as it seem. Just kinda messy. Why are you going so deep?

I assume your house is built on a slab? If a crawl space or basement - do you hold water at hand?

Do you live really close to a lake or other body of sea?
If not, you have one leading problem. Seek out your local building department - now! You marine table is too high if your getting sea at under 4 foot. A high hose down table will cause the soil beneath your slab or around your foundation to expand and the expanding soil will in actuality lift your slab or push your foundation to the point where on earth it will begin to crack your sill, walls and roof.
