Answers:    If your chlorine and PH are good consequently it may be oils from lotion, skin, or even curls products.

You can try shocking the water but that does not other work and too much chlorine can corrode the heater.

It is best to buy a flocculant (water clarifier) to build the small particles making the marine cloudy stick together and get trapped surrounded by the filter.

Any pool or spa dealer will fetch a flocculant product for hot tubs.
