Do you mingy cold water/hot water or both. if cold, turn the stopcock down, if hot, you can still turn the stopcock down, if that doesn't suit afterwards most boilers are adjustable, if both are too high turn the stopcock down, but if this make the hot water too hot at sinks, turn boiler hot wet thermostat down.
It is not really feasible for you to lower your river pressure, as that would require a pressure regulator fitting to your mains pipe. I don't even know whether this is permitted.
But you can turn down your stopcock, and this will shrink the flowrate of water into your pipes.
On second thoughts, as you say aloud you've got low pressure downstairs, after I would suggest fitting ball valve (isolating valves) on all the pipes which connect to tap. that way you can throttle some of them more than others, and draw from the balance you want.
Answers: Turning down a stopvalve will NOT affect the pressure, lone the amount of water over a given time ascend (the flow )..... Laws of hydrostatics.
