Water pull on ceiling, smelling? In April 2007, the flat above my bedroom had a wash...

In April 2007, the flat above my bedroom had a wash machine outflow, and theres a brown patch on my ceiling, about 1metre across, and 1/2 metre across.
Anyway, my dad said he's sort it out once it'd dried up after 3 months.
But 9 months enjoy passed and he hasnt. And now my room smells mushy, and musty.
How can I get rid of the smell?
Could I be getting sick from sleeping contained by there?
It smells reasonably bad, but no-one else within my family think its smells that bad but I can really smell it deeply!!
