If your walls are that cold you may want to drill a hole in the wall covering (inside house) to see if nearby is any insulation in the walls (find a place where on earth it won't show if you do not want to repair it after, near a radiator). If the house is feeble it may not have any. In that satchel you can hire an insulating company that will spray foam into the walls from the inside, this stuff has a totally good insulating factor and seal very economically around outlets... You will have to enjoy a drywall-er fix the holes when the insulator is done but will save you big bucks on boil. This is not cheap in the thousands but long residence worth it.
