Our water oven blew the circuit breaker, then we get cold water, I hit the reset button, presently we get extremely hot(way hotter than since, and I didn't change the temp. dial) Now it sounds close to it is running all the time, the marine is still too hot to touch from the tap

One temporary solution is to put a "timer" on the wet heater, and allow your dampen to heat for singular 2 hours a day. Use a timer that can bar at least 2000 watts of power, not some little alarm clock timer.

Yes, one of your thermostats is going bad. If river heater is smaller quantity than 5-7 years, just replace both thermostats. If elder, try a new space heater!
