Answers: 1st I dont have adjectives the information to make a reliable recomendation. I assume its a intermediate AC? And is a split system I.E. furnace inside with an evaporator coil surrounded by or on the furnace/ductwork? If this sounds correct then see if the outdoor devotee motor or unit make any sound when turned on - own some one turn it on inside while you listen outside. If you hear a "click" that means your control circut is opperating. If you dont hear it the point requires a volt meter to trace down the open circut which could be a thermostat, an indoor sanctuary control like a drain overflow switch, freeze thermostat ... or an out door control approaching a pressure switch low or high side, a timmer, a contactor switch...
If the click is deffinate adjectives the above dosnt matter end in its working. The next item is does the element have the power circut working? Usually 220V is required and again requires a volt meeter to determine the problem. This is usually a blown fuse or tripped breaker. The power usually comes from your chief indoor pannel to the outdoor disconnect which may or maynot have fuses or another breaker contained by it. However any number of things can cause a fuse/breaker problem. A shorted or grounded capicator, compressor motor or supporter motor and I have see 1 contactor short to ground, and or you could have an over nouns circut caused by a defective compressor power-driven problem or you could over load this circut from repairs neglict loke a dirty/plugged coil outside or inside that may inturn cause a compressor to lock up or overload.
If the outdoor part runs your still not out of the woods on the compressor cause it can run but not pump this is a powered problem and can result from a number of reason.
If you hear a click then a louder hum the compressor is probablyh runnig but the outdoor supporter should be running too. If not then here is your problem again that can be cause by bad capicators, connectins, bearing, and a few other things.
If all these run next its time to look at the refrigerant charge which if over 3 to 5 years old is most probable refgrigerant 22. But a system looking low because of low pressure may infact have a clogged evaporator, indoor devotee not running correctly, indoor vents/ducts shut off cause too low of air flow over the evaporator, a TVX not opperating correctly, a plugged drier (not adjectives that common but I give see a few). If these all check reliable next its time to try to find a leak. Usually an fatty dirty stain can be a sign of a leak contained by the area. If the overflow in newer such a stain may not hold had time to develope.
If you destroy all these areas consequently the unit have to run and cool assuming 2 things it has run and cooled in yesteryear in one and the same home/area; and 2 it isnt another kind of AC section like a pane unt or package part.
