Our neighbor has two life-size trees that are overhanging into our property. The fallen leaves hold cluttered our gutter, which was horrible surrounded by the recent storms, and the branches were adjectives the way over onto our roofs. We have to spend so much time to cut and remove all of the brances, contained by fear they be damaging our roof, and have to constantly remove the fallen leaves. I've spoken near the owner, who refuses to trim his tree, dictum that he can't control where the leaves/branches drop.
Is there anything i can do to take home him remove, or at the least, trim his tree? And what city department would i requirement to contact? I've tried looking online, but i'm not sure which is the correct department i should contact. (i live in los angeles, btw) Thanks for your time!!!
It depends on your local codes. In the Chicago burbs, anything over the property string is that property owners responsibility. As such, we can cut, trim, and remove anything that over hangs onto our property.
Yes, the expense should be the owner of the tree, however, sometimes you only get those jerk. At least we hold the right to fix the problm at our expense to save our time.

if you have an HOA, they will create your neighbor remove the trees if they refuse to trim them.
put money on to what "itsjustme" was aphorism, it should be allowed. i dont think they would be capable of sue them, on the contrary, you would know how to... but by doing so (cutting the branches) you are creating a solution to the problem. they didnt want to do it, so you went ahead. give or take a few dumping... i would think that it belongs to them, because it is from their tree. One article you can do is cut it down, and let them know you created a solution to the problem, and purely wanted to know if they required to keep the branches. :D
Answers: In most jurisdiction, if the tree hangs over you property strip, its yours, you can prune, cut, remove do what ever you want to it, up to the plain of your property line.
Personal write down: before basically hacking away at somebody else's tree I'd get hold of a 6 pak (or whatever) and go hold a heart to heart with the neighbor, but next again who knows, possibly hes a butthead
ANSWER to follow up: As stated above they are your branches and you have to find rid of them. Dumping those branches in his/hers patio is no different that dumping any other trash from your side to his/hers
It may be at variance in your piece of the country, but in the east, you would enjoy the right to completely cut back adjectives parts of the tree which overhang your property. If that will do harm to the tree, you basically let the neighblr know of your intentions and later maybe he will hold a responsible trimming done rather than lose his tree.
