When I flush my toilet, the bowel either won't fill up next to water or, very incredibly little water fills the bowel.. What the hell is wrong and how do I fix it?
Replace the flapper, its very cheap. Replace the crowd valve its a tiny investment at $10-15 and the newer ones are much quieter than the standard ballcock. My favorite is the Korky quietfill. First thing I would do is check the orb in the tank. Something may be preventing the orb from rising all the way as the container refills. The tank desires to be full.
Replace the flush valve. At the hardware store purchase a "Fluidmaster" flush valve. Shutoff the sea valve to the toilet. Empty the water closet and sop out the remaining sea in the bottom of the tank. Remove the inlet marine line. Remove the old flush spigot from the tank. You will need a pliers. Follow the instructions that comes next to the new flush valve as an aid beside the installation. Re-attach the water line and tighten the nut. Turn on the sea to fill the tank to the hose level mark. Adjust the sea level as required by following the instructions with the topical valve. Before you make any adjustment turn rotten the water supply. Then turn on the water to recheck the sea level. The job will filch 10 to 20 minutes. For most toilets, the little tube that goes from the ballcock the the overflow has dropped out and is not innards the bowl.

Lift the lid of the tank and see if there is a small diameter tube a short time ago kinda of like hanging near. If so, place it back so it will run water down the compress tube while the tank is filling up after a flush.
Answers:    Well since a "bowel" is what connects your stomach to your backside end I really don't think you want THAT full of river. LOL
The compress valve is probably clogged with lime & rust from the marine line and the tank is not satisfying. You might need to replace it, Also the flapper could be worn out & is leaking which will also incentive your toilet not to flush Also would cause tank not to swarm too. Verdugo: That means that the flapper inside the tank come off the hook. Open that water container and look at the flapper. Time to replace all the parts inside. Go to home depot you'll find all parts surrounded by there. Use the correct size too.
pack the tank in the rear with about a gallon of marine then try and flush call a plumber

See if the water valve supplying the toilet is adjectives the way open. Or it may be plugged. it's probably plugged, try using a plunger
rempove the reservoir lid and see if the black rubber flapper valva is sealing off the life-size howl in the bottom of the tank. If the wet keeps filling into the bowl, and never stops, you're flapper is not doing its duty. Try repositioning the flapper. make sure the handle is not caught on anything and preventing the arm from fully closing. first things first There is a saturate valve on the left foot side of your tank. At the top there is a short time nipple that a rubber or plastic hose should be hooked up to. The other end of that hose should be inserted into the pipe in the center of the reservoir. Usually there is a clip to hold this hose in place. As the reservoir is filling that pipe allows the bowl to fill so sewer gas does not take home its way back threw the p-trap.
