Answers: About 6 years ago, my husband registered next to a web site (Service.....) to gain quotes for a new roof. We found out that the site didn't check to net sure their referrals be licensed, reputable or anything. In fact, the nation they gave referral to had remunerated them a fee to know how to receive referrals for duty quotes--just like your situation.
We too, canceled our appointment and be told on the phone AND sent a letter by the contractor, demanding money from us for the cancelled appointment which wasn't for a opening, but for a quote only. We received two certified parcels that we had to sign for (well, we didn't HAVE to , but did). The guy said he be going to put it on our credit report and was demanding $400 (us money)!
We contacted a free lawful help rank and were told that we have no obligation. We wrote the contractor a memo demanding he stop his harassment or obverse a lawsuit in court for singling out. We also contacted our State's Attorney General who investigated the case. We be surprised and pleased to find that the individual was cited and fined several hundred dollars.
DO NOT PAY this being. But also, don't sit still and let them startle and harass you. Take some endeavour, write them a letter and put the panic back onto him! Also, report him to your police authority so that they own a record of your complaint and enjoy noted that you feel threatened by him. Most promising they will contact him and tell him to stop and he probably will once he know he is known by the authorities and will be watch from now on.
Best of luck!
I would of late ignore it. They own no legal rights when inquiring if you want an estimate. Refusing their volunteer is not a crime nor can you be charged for it.
