Are they effective if within is also a room thermostat. Does one work against the other?

Answers:    They are severely effective. Few individuals want a bedroom (for example) as hot as their living room.

Note that if you turn the radiator 'stat down in any single room next you should keep the door shut so that the remaining household radiators don't try and bake the cool air surrounded by that room. This is an important point that abundant people don't appreciate.

If you hold a room thermostat and a radiator thermostat in alike area next they will work against each other.
The radiator 'stat will try and shut the radiator down because of the heat air within th room; the wall stat will try and crank up the boiler because of the cool radiator. You'll end up burning loads of gas and have a cold room. Actually, it's normally the house's hall.

So, when you fit thermostatic radiator valves (good idea) do not fit one to the radiator contained by the same room (or hall) as your wall thermostat.

It's an excellent opinion to have both because the wall 'stat will determine the maximum heat that the house can reach (so you don't enjoy the boiler on more than necessary). Thus it is normally set for comfort within your hall and kitchen nouns and the other rooms (usually the upstair ones) can be cooler so you're not wasting heat where on earth it's not needed. (see information above).
They work against each other. I asked matching thing when I have new intermediate heating fitted a few years ago (I asked why no thermostatic tap on the living room radiator - master control thermostat was also surrounded by living room...)
