The siphoning hose won't go into the tank. My husband have a pump but getting the hose in the tank is the problem, there's a blockage of somekind. I guess jacking it up and dropping the reservoir would be the best thing in this grip. Unless you know a way around the blockage?

I guess you must be talking about the fuel container on a vehicle? It would be helpful to know the make and model of the vehicle and the motivation for trying to get a siphon hose into the tank.
Many vehicle have a device in the filler tube specifically to prevent thieve from siphoning out your gas.

I was once successful in draining a fuel cistern by disconnecting the fuel line in the engine compartment and using a small suction pump from nearby but it would depend on the configuration of the particular vehicle.

If you're trying to drain the tank to repair it, you may not enjoy to drain it. Most auto parts stores have a selection of materials and adhesive which allow you to do the repair without draining the tank.
