Hi,

I would like to refloor my attic near plywoods to get some storage space. Should I trash away the 4 inches of dusty cellulose ( more than 11 years old) to be exact between all the joist ?

Is the cellulose worth it since I am living within Los Angeles?

Is there any "cleaner"(opposite of dusty), cheaper and eco friendly substitute?

If by cellulose you mean insulation, I would depart from it in place and conceivably add more if needed. To finish stale your attic, fill-in between the joists next to as much insulation as you can without packing it really tight. Then, draw from a roll of plastic sheeting...make sure it is gluey plastic sheeting and spread it out over all of the floor joist and staple it down to the joists. Then, lay your plywood down and fastener it to the joists. Taking these steps will ensure that you preserve your house warm when it is cold outside and colder when it is hot outside.
