I have a 12-gallon Shop-Vac; I need to pick up some in principle gunky stuff that I don't much want to have to handle afterward (long story), and want to know if I can put some thoughtful of liner in the compartment that catches stuff that can merely be removed and discarded after vacuuming?

Answers: Unless your mechanism is made to use bags then no. Most Shop-Vac's are made to pick up gunky stuff if important, and dumping it is normally just that, dumping it into another container to be disposed of. If you put any sort of a liner within the tank, it will be sucked up to and around the cage on the bottom of the top lid. Some of the newer, more expensive unit use bags and can use a special bag for the really distasteful stuff. Sounds like your best bet is to just acquire the stuff in the tank, dump it into another container and later wash out the tank next to a garden hose.
You should be able to get liner where the vac was purchased. Liners should not be used unless using to pick up dry items. Might try merely putting a trash bag in the bottom and cut hole for the incoming nouns and tape it with duct video.
If it is wet remove the filter from the inside, it would only be for using near dry and dusty things.
