We moved into a new home within older housing edition give or take a few 3 yrs ago and there is a septic reservoir supposedly unused, but every so often it stinks and get goopy wet mud...or spend and it is between my house and the house next door that the builder of my home rents out. I hold called the city they come out and said it had some infractions that have to be fixed...but after that nothing be ever done...I think its because the builder have so much pull beside the city, so is there anyone else above the city I can contact...and it be in our house contract for this to be fixed...I live within Texas
I believe you when you say that the builder have influence with the city, so nil is done about the septic problem. This variety of corruption occurs at the local rank in abundant places.
Can you report it to your state health department? Or to a department that deal with environmental protection. It is worth a try.
If that doesn't work, see if you can procure it publicized on the evening news.
Chances its NOT because the builder has so much verbs with the city, but because the city building department/code enforcement are so remarkably busy and just forget to follow through. Where I live, it's call the "squeaky wheel get the grease" and it means you nag, nag, nag until something is done.

You mentioned that this issue be in your house contract ~ the house should enjoy never closed until that septic tank have been deal with. You should phone your Realtor first and then appointment an attorney.
