You may be referring to "wire-nuts", and the answer is yes.
You can extend your wire by splicing it with flex nuts in a sealed and carefully mounted electrical junction box. The junction is a basic step to prevent accidental fire from spreading. Also you need to be capable of access this junction for any future looking after. yes..but can u get in to the table lamp and just replace the whole flex for the light...u can get replacement cable at lowes or like...

Answers: if I am understanding: you had a ceiling pale fixture at 8' and now it is at 9'. couple of things to consider: you can't bury a spliced wire(wirenuts) in a wall or ceiling. a spliced cable needs to be in a covered T-junction box, and accessible(not buried)
