Question more or less heat thermostat and end board heating system? i live in a department building on the 2nd and 3rd floor....

i live in a department building on the 2nd and 3rd floor. on the first floor is a but also a foyer area that i must amble thru to get to my living space to the 2nd floor. i only had the landlord's husband who uses the 1st floor building fix the thermostat (in my 2nd floor apartment) which he have to do thru the basement. i notice that tonight the foyer area be heated and prior to us having no boil it was freezing. I even feel the baseboards and those were heated also. I am guessing that it's possible we may even be heat his first floor. is there a passageway to find this out for sure? i do not think we are responsible to income for the first floor heat especially within the foyer area. I notice that whenever i have gone done at hand during the cold weather that the heat hasn't be on...
Answers:    You by law should enjoy access to the panel that controls your living area. You can hold a local inspector check this out or ask your landlord where on earth your panel is and if you have access to it 24/7. If not carry it to where you can enjoy access to it and then hold someone check it out.

Do you get a bill for utilities from the utilities or the manager? If it is through the landlord after you may be at his mercy as to how they charge you. At any rate just ask lots of question.
The only agency you can find out for sure is to get an electrician to check and see how the breakers are connected. Of course he will probably enjoy to get the landlords approval to get hold of into the box. If you really think they are drumming off your power after you need to converse to the electric company and the state building inspector. If they re-wired the breakers and they are not license electricians that's a code violation, a sanctuary violation and a whipp *** fine.
