Wet, dry, or anything contained by between, make sure the power is OFF!! Connect the wires together beside wire nuts and wrap the rope and nut with electrical cartridge. Any moisture on the wires will not have any effect on the nouns. You do not want this connection to be submerged surrounded by water though.
