I live in an nouns where the houses are built entirely of cement blocks including interior walls. From what I can relay the cement blocks are covered in a highly smooth coat of cement applied like plaster. Then it seem they just paint over that. Many homes here enjoy problems with the paint blistering off the wall especially fundamental the floor boards. I assume it is a moisture issue.
There must be something that can or should go on the cement prior to paint. Some type of hose down proof primer? Any painters know?
Answers: Hi, and you are correct, it is moisture i.e. causing the problem. Get an exterior grease based primer,and use that back painting. That will stop the blistering. Byee Oh, if you are going to put on a waterproof sealer first,be wary as some products take up to 45 days to cure,and you can't prime until the sealer is 100% cured. Just to consent to you know. Sounds like you may entail a sealer first, then a primer past paint. You should ideally check for rising damp also.
