It seems to me our furnace service company is adjust the furnace to the heat the house OR the dampen. Every time they leave one or the other works properly - never both. Can anyone inform me what to adjust? Is it simply valve adjustment?

Answers: The compound is screwed up, it should be able to boil both. Get they guy out there, you any have a vapor lock or they hooked it up wrong.
