however it spins easily if touched resembling it should. The compressor is not coming on and the evaporater fan does come on.
What could wreak this ?

You probably hold a bad capacitor.This usually starts the compressor and the lover. If the cap. is impossible on the fan side, the adherent will not run,the compressor overheats and goes into thermal overload.Turn the ac breaker stale,look under the electrical cover on the outside component. the can looking thing next to wires coming out is what you are looking for.Do not touch the connections ,use needle antenna pliers to remove the wires and note what color go to what terminal .These are around 15 dollars at the appliance or hvac shop.The terminals are lettered.Be vigilant 240 volts power this thing.If that doesn't do it the hanger-on motor is probably bad.If you hold mechanical ability you could change that as ably. Usually it is the cap on newer unit. Older ones can go any way. If the compressor have been trying to run, it may be hot and not start when you first redeploy the cap.Usually it take 2-3 hours for one to cool down and start again.So when you get the devotee running,and don't hear the comp. humming, let it cool sour so it will restart.
